These plots in Baxter, MN look like they generate a lot of revenue for the city…but the MnDOT is looking to spend more money than the plots are worth on the buttonhook project. Instead of spending where returns are limited, Baxter should mimic the development patterns of Brainerd, MN’s business core. And instead of redeveloping Brainerd’s business core to prioritize traffic, the pattern that encourages people to stop and shop should be maintained.
